I am writing to request that the City of San Jose address an untenable situation arising from current RV/trailer parking regulations and enforcement.
Current San Jose parking ordinances allow front yard RV/trailer parking without considering proximity to neighboring homes. Under certain configurations this can result in an RV/trailer parked unreasonably close to the living space of a neighbor’s home, significantly diminishing comfortable enjoyment of the home. San Jose ordinance 17.02.010 prohibits “any thing or condition” which “interferes with comfortable enjoyment of life or property”. It would appear that the city only enforces specifically delineated conditions, and this is not one of them.
San Jose ordinance 17.72.620 prohibits parking conditions which comply with the delineated parking ordinances, but which violate any other provision of the code.
I would like to request that protection be provided against RV/trailer parking closer than a prescribed distance from our street-facing, living-space windows. Adoption of any of, or a combination of, the following options would provide the requested protection:

- Enforce existing ordinance (e.g., 17.02.010) in cases where an RV/trailer is parked closer than the prescribed distance.
- Limit proximity – allow such parking only if the parking location is at least the prescribed distance from the window.
- Require screening – if the parking location is closer than the prescribed distance from the window.
A suggested and reasonable prescribed distance is the distance between the impacted window and the street. If this distance is less than 25 feet, then the prescribed distance shall be 25 feet. The rationale is to prevent conditions any more intrusive than someone else’s RV parked directly in front of one’s home. Enforce on complaint and without regard to how long the RV/trailer has been parked in the reported location.
